The motion is expected to be passed by the time May makes her first statement to the legislature in parliament in London later on Tuesday, two people familiar with the planning said. Britain will leave the EU in March, 2019, at the latest, with a two-year transition period, after failing to agree a deal on their future relationship. The government has scheduled that transition to end in December, 2020, but has yet to secure an agreement on the terms of their future ties, with more than a dozen issues to be settled, including trade, immigration and security. “I am delighted that the government can now move to the next step in negotiating our future partnership with the European Union,” May told lawmakers. “The government has already made its position clear and we will be putting that to the European Union shortly.” The EU’s chief Brexit negotiator, Michel Barnier, said on Monday he would only accept a treaty to guarantee the rights of citizens once it had secured a deal with the United Kingdom on the Brexit divorce. There was concern in London that the legal text that will accompany the statement would be blocked by parliament’s fractious eurosceptic and pro-EU camps, something that would be seen as a major embarrassment for May. The government has been working for weeks to prepare for the speech, which will have a huge political impact on the negotiations and which many lawmakers think should have taken place in the summer, when May’s new administration was settled. Some lawmakers may attempt to seize on any technical issues, such as the wording of the opening speech, to block what many have described as a dud Brexit. Foreign Secretary Jeremy Hunt has warned a no-deal Brexit is the government’s “plan B”. “The option of a no deal is a serious one, but it is also the last resort,” Hunt said last week. “We are working on no-deal planning, but no-deal is a very last resort.”Asghar Khan
