There was concern in London that the legal text that will accompany the statement would be blocked by parliament’s fractious eurosceptic and pro-EU camps, something that would be seen as a major embarrassment for May. The government has been working for weeks to prepare for the speech, which will have a huge political impact on the negotiations and which many lawmakers think should have taken place in the summer, when May’s new administration was settled. Some lawmakers may attempt to seize on any technical issues, such as the wording of the opening speech, to block what many have described as a dud Brexit.
